How to Check and Analyze the Round 2 Seat Matrix

The Round 2 seat matrix differs from Round 1 because seats open up through dynamic vacancies. When MCC publishes the seat matrix PDF on mcc.nic.in, seats fall into three distinct categories:

  • Clear Vacancies: Seats that remained completely unfilled after Round 1 reporting.
  • Virtual Vacancies: Seats currently occupied by candidates who joined in Round 1 but opted for an Upgradation (Float) in Round 2. If these candidates get upgraded, their Round 1 seat immediately becomes available to others.
  • Newly Added Seats: Seats added due to fresh approvals or NOCs granted to government/private institutes after Round 1.

Important Strategy: Always fill choices for both Clear and Virtual vacancies. Excluding virtual vacancies means missing out on top-tier medical colleges where existing candidates are trying to upgrade.

MCC Round 2 Rules: Who is Eligible & Free Exit Policies

Navigating the transition between rounds requires adherence to specific security deposit and seat acceptance rules:

1. Eligibility Criteria

  • Fresh Applicants: Candidates who did not register in Round 1 can register fresh by paying the requisite fee.
  • Round 1 Unallotted Candidates: Candidates who registered in Round 1 but were not allotted any seat do not need to register or pay again.
  • Upgradation Candidates: Candidates who reported to their Round 1 college and selected the "Float/Upgradation" option on the portal.

2. The Forfeiture & Exit Rule (Critical Difference from Round 1)

  • Round 1 allows a "Free Exit." If allotted a seat, candidates can decline it without forfeiting their security deposit.
  • Round 2 HAS NO FREE EXIT. If allotted a seat in Round 2:
    • Joining the seat locks the candidate into the system (subject to Round 3 upgradation rules).
    • Refusing to join the allotted Round 2 seat results in forfeiture of the security deposit (₹10,000 for UR/EWS AIQ; ₹2,00,000 for Deemed Universities). To participate in Round 3, registration must be completed again with a fresh fee payment.

Step-by-Step Choice Filling Process on MCC Portal

  1. Log In: Go to mcc.nic.in, select UG Medical, and log in using the NEET UG Roll Number and Password.
  2. Review Available Seats: Filter choices by State, Institute Type (AIQ, Central, Deemed), and Program (MBBS/BDS).
  3. Arrange Preferences: Move high-priority, dream medical colleges to the top of the list.
  4. Save Periodically: Click "Save & Continue" frequently to avoid losing entered choices due to session timeouts.
  5. Lock Choices: Enter the password to lock choices during the locking window (September 8, 4:00 PM – September 9, 10:00 AM). Unlocked choices will automatically lock when the deadline passes.

Common Choice Filling Mistakes to Avoid

  • Failing to Re-Fill Choices: Saved choices from Round 1 do not carry over. A fresh preference list must be submitted.
  • Listing Unacceptable Colleges: Placing a college on the preference list means accepting the assignment if allotted. Refusing the allotment forfeits the security deposit.
  • Ignoring Fee Structures: Always check the fee structure of Central and Deemed Universities before adding them to avoid unexpected costs.
